- A candidate should be a voter in any ward of MCD. He should not be less than 21 years & should not have been disqualified under the provisions of section 9 of DMC Act 1957 & Rule 110 of DMC Rules 2012
- A candidate of a recognized National Party of ECI shall be proposed by one proposer who should be voter a in the same ward from which he/she is proposing the candidate. In case of candidates of State Political Parties recognized by ECI for States/UTs other than Delhi State nominations, these shall be proposed by 10 proposers who should be voters in the same ward from which they are proposing the candidate. All other candidates of parties registered but not recognized by ECI & those contesting as independent candidate shall be proposed by 10 proposers of the same ward from where they are proposing their candidate.
- In case a candidate is contesting from a ward other than his home ward he is required to file a certified copy of electoral roll in which his name is registered as voter along with his nomination form.
- Every candidate has to file 2 affidavits in the prescribed forms- Form 21 & Form 22 of DMC Rules 2012 at the time of filing of nomination stating therein his criminal background, if any, his assets and liabilities and his educational qualifications. Non-filing of such affidavits with the nomination paper or giving false or incomplete information will be treated as an act and omission of substantial' character and nomination of such candidate will be liable to be rejected.
- A candidate contesting as a General candidate shall deposit a security with the Returning Officer concerned at the time of filing nomination to the tune of Rs.5000/- and in case of schedule caste candidate the amount will be Rs.2500/-. The SC candidate has also to sign a declaration about his caste in the nomination paper and also enclose a copy of the SC certificate issued by the competent authority.
- The security amount will be refunded to candidates who are elected as councilors and those who have polled more than 1/6th of the total valid votes polled.
- Other requirements in this context are given in the DMC Rules 2012.
The procedure in this regard is the same as prescribed by the Election Commission of India i.e. the President or the Secretary of the recognized party at the central level will sponsor the name of an office bearer of the party at the State level in form “A”, a copy of which has to be sent to the State Election Commission Delhi and the Returning Officer concerned up to the last date of filing nominations. The State level office bearer, so authorized will sponsor the candidates of his party for MCD election in form “B” to be delivered to the Returning Officer concerned up to last date of filing nominations with a copy to State Election Commission. The detailed procedure is also given in the “Symbol Order” issued by this Commission at each occasion.
Forms A & B must reach the Returning Officer concerned on or before the last date for filing nominations for an election to a ward of the MCD. Besides, the State Political Parties of other States as recognized by ECI & intending to contest MCD Election, shall also inform the State Election Commission of Delhi within 3 days of the commencement of filing nominations for MCD Election for their such intentions.

Once notification for election is issued any dispute arising out of an election during the period of election can only be challenged only by way of filing an election petition in the court of the District Judge Delhi within 15 days from the date of publication of result of that election in the Gazette.
The State Election Commission is responsible for the preparation of Electoral Rolls, adoption of Assembly Electoral rolls as are in force for the time being for MCD Elections and the conduct of an election to the Municipal Corporation in Delhi & U.T. Chandigarh.
SEC, Delhi conducts Elections for the Municipal Corporation of Delhi and Municipal Corporation of Chandigarh only. Whereas ECI conducts Elections for the Parliament of India as well as for State Assemblies.

Before General Election to MCD, Electoral Rolls for each ward has to be prepared by the SEC. However, proviso to Section 7E of the DMC Act provides that if Election Commissioner is satisfied that instead of preparing the Electoral Roll of a ward before General Election, it would be sufficient to adopt the Electoral Rolls of the Assembly constituencies as are in force for the time being for the election to a ward, such electoral rolls are adopted by the SEC for use in MCD Election.
No, Voters I Cards are prepared by the Chief Electoral Officer Govt. of NCT of Delhi under the overall superintendence, directions & control of ECI.
The term of MCD is 5 years from the date of its first meeting unless sooner dissolved under Sect. 490. Next election should be held before expiry of present term.
A person who has attained the age of 21 years and whose name is registered as an elector in the Electoral Roll of a ward and is qualified and also not disqualified for membership of MCD as a Councillor under Sect.9 of DMC Act 1957 as amended till date and Rule 110 of DMC (Election of Councillors) Rules 2012 as updated.
