Dr. Vijay Dev, an officer of the Indian Administrative Service of 1987 Batch (AGMUT Cadre), (Retd.) took charge as the 12th State Election Commissioner of National Capital Territory of Delhi & Union Territory of Chandigarh on 21st April 2022.
Born on 8th March 1963, Dr. Vijay Dev acquired academic degrees in B.Tech (IIT,Delhi), MBA in Public Service, LLB, LLM and Ph.D in Law, all with distinctions. Dr. Vijay Dev now has with him vast experience of more than 36 years, having worked in various fields of public administration at Centre and State level Governments and has put in his great efforts in the field of administration and elections.
Prior to assuming charge in the State Election Commission, Dr. Vijay Dev had been Chief Secretary, Delhi from November 2018 to 20th April 2022;
A brief about the posts held by Dr. Vijay Dev, Hon’ble State Election Commissioner during his career as an officer of Indian Administrative Services is as under:-
Chief Electoral Officer, Delhi from July 2018 to November 2018 and from September 2012 to December 2014. Dr. Vijay Dev was the first ever Chief Electoral Officer to bag the President's Award/State Award in 2014 for adopting the best electoral practices in the Assembly Polls, by which a recorded turnout of 65.13% was achieved by infusing innovative measures for breaking urban apathy of youth in electoral process and for the first time making polling stations in Delhi disabled-friendly. During his tenure as Chief Electoral Officer, Delhi. Dr. Vijay Dev had taken initiative to implement 100% photo of voters in electoral rolls of Delhi by achieving the four-time increase in the number of youths enrolled in the electoral rolls of Delhi. Various steps were taken in collaboration with RWAs, NGOs and Civil Society Organizations for enrolment of more eligible women voters leading to a significant increase of participation of women in elections during his tenure as Chief Electoral Officer, Delhi.

As Finance Secretary in the Government of Arunachal Pradesh, Dr. Vijay Dev was bestowed with Governor's Gold Medal for successfully extricating the State of Arunachal Pradesh from financial breakdown and collapse through rigorous financial discipline and monitoring during his tenure in the Government of Arunachal Pradesh from February 2009 to July 2011.

As District Magistrate in the Government of Arunachal Pradesh from November 1996 to October 1999, Dr. Vijay Dev had put his special efforts to electrify inaccessible remote villages of Lohit, State of Arunachal Pradesh in 1998 for which he was awarded with Governor's Gold Medal by Government of Arunachal Pradesh. The electrification of the villages created a history in 50 years after independence by making these villages completely covered with electricity.
After assuming charge as State Election Commissioner, NCT of Delhi & UT Chandigarh, Dr. Vijay Dev along with his two fellow Members, comprising a Delimitation Committee, formed by Ministry of Home Affairs, Government of India for the purpose, successfully completed delimitation of 250 wards of the Municipal Corporation of Delhi in a record span of time and successfully submitted the delimitation report after consideration of various objections & suggestions for redefining the electoral boundaries of 250 Wards of newly constituted unified Municipal Corporation of Delhi.
Under the able guidance of Dr. Vijay Dev, reservation for SCs, SC Women, Women and General wards amongst newly delimited 250 Wards of Municipal Corporation of Delhi was done. Accordingly, the reservation order dated 20.10.2022 was issued by the Commission reserving 42 seats for persons of Scheduled Castes including 21 seats for Women of Scheduled Castes and of the remaining 208 seats, 104 seats were reserved for Women.
Post delimitation of wards, Dr. Dev successfully conducted the General Elections of Municipal Corporation of Delhi in December, 2022. During elections, he had adopted meticulous planning at each stage of the election process and followed exhaustive reviews of various election works of the Commission, which helped in ensuring violence-free, transparent, accessible and fair & free elections. Hon’ble Commissioner adopted strict vigilance, extensive monitoring and coordination among all agencies involved in the conduct of elections to Municipal Corporation of Delhi.
Dr. Vijay Dev is a prolific orator and motivational speaker to encourage his family members, close friends, colleagues and subordinates through sharing his experiences to teach the importance of perseverance, perfection and determination in timely completion of tasks whether official or personal. He has always words of wisdom to share by quoting his life experiences, varieties of anecdotes and, through motivational & encouraging shayari/poetry. He also shares his valuable time with his family to keep all of them in comfortable life. He is a proud father and a close friend of his children. He is eagerly enthusiastic about advanced IT related technologies (IT related software, hardware etc.) for which he is keen to participate, learn, implement technologies which reflects in the working as his USP. He feels happy to explore and travel new places. He has a strong interest in learning language, linguistics, communication, different cultures and a passionate learner of new languages.
